Yes, but it depends on your plan. There are two different things: calling Mexico from the U.S. and using your phone while in Mexico (roaming).
Calling Mexico from the U.S.
Global Connection ($40/mo), Unlimited+ ($50/mo) and Unlimited Premium ($60/mo) include Global Talk & Text, with unlimited calls to 100+ countries including Mexico. Prices are with AutoPay.
Using your phone in Mexico
Unlimited Premium ($60/mo): includes North America Connect, with unlimited talk and text and 5GB of data while roaming in Mexico or Canada.
Global Connection ($40/mo): includes talk and text in your destination and back to the U.S., plus 1GB of data when traveling to 90+ destinations. Extra data is $10/GB.
Other plans: you can turn on the Global Roaming add-on in the Boost Mobile app (includes 1GB of data).
